We have to learn something from them!! Not all people qualify to have a dog.

Not everyone is allowed to just… get a dog.
In parts of Germany, bringing a dog home isn’t only about love at first sight. It comes with a question first:
Are you actually ready?
For many first-time owners, the answer has to be proven.
It’s called the Hundeführerschein… a kind of “dog license.”
Before adopting, people may need to pass a test. Not about tricks or commands… but about understanding a dog’s life.
What do they eat.
How do they show stress.
What do they need every single day.
In some areas, it doesn’t stop there.
There’s also a real-life test… walking a dog, handling distractions, staying calm in public. Because knowing something… and actually doing it… aren’t always the same.
It’s not about making things harder.
It’s about making sure fewer dogs end up confused, stressed… or eventually given up.
Because most problems don’t start with bad intentions.
They start with not knowing.
And in shelters around the world, that lack of preparation shows up again and again.
Dogs who were wanted… but not fully understood.
Germany’s approach changes one simple thing:
Responsibility comes before ownership.
Not after.
And maybe that’s the part that makes you pause… because it asks something many places don’t.
Not Do you want a dog?
But Are you ready for one?
