ARREST MADE — ANIMAL ABUSE INVESTIGATION

The Shelbina Police Department is providing an update regarding the ongoing investigation into an animal abuse incident reported in the City of Shelbina on September 29, 2026.

As a result of the investigation and information gathered by officers, Joseph E. Mefford of Shelbina Missouri has been identified as the individual allegedly involved in the incident. Joseph was arrested on September 30th, 2026 after officers of the Shelbina Police Department located him hiding in a closet during a search of a residence. Joseph was transported to the Shelby County Sheriff's Office and is currently being held pending further court proceedings.

Please remember that an arrest is not a determination of guilt. All defendants are presumed innocent unless and until proven guilty in a court of law.

Hey friends!! The owner of this pup found and rescued her mom and the entire litter of puppies after being dumped. She found homes for all but her and I believe she also adopted the mother. She had this pup crated and left home for a period of time. The pup unfortunately escaped her crate and got into prescription meds. She is at Horton Discovery in Columbia and is now given a positive prognosis for recovery but that comes with a significant bill.
If you are inclined to help it would be greatly appreciated.
