APFSA Statement | Cape Town Draft Animal Keeping By-law

APFSA is concerned by the increasingly political narrative surrounding Cape Town’s Draft Animal Keeping By-law.

Animal welfare organisations are not asking for less accountability — we are asking for more. We deal every day with the consequences of uncontrolled breeding, abandonment, irresponsible ownership and inadequate regulation. The emotional and financial burden on the welfare sector is simply unsustainable.

APFSA supports several provisions and will seek amendments to others. Our team will submit detailed comments to the City.

But reducing an extensive animal-keeping by-law to “the DA finding another way to tax citizens” does a serious animal-welfare discussion a disservice.

Scrutinise the by-law. Improve it. Challenge what is unreasonable. But please don't make the animals collateral damage in a political fight.
