𝗛𝗘𝗥 𝗡𝗔𝗠𝗘 𝗜𝗦 𝗛𝗢𝗣𝗘 ❤️

It was bin day in Kensington, Cape Town.

Residents were putting their bins out for collection when, beside one of them, there was something that should never have been there.

𝗔 𝗱𝗼𝗴.

She had been attached to a wheelie bin and left there.

No owner in sight. No explanation. Just a frightened little dog standing beside a bin, waiting for someone to notice her.

She didn't even have a name.

Now she does.

𝗪𝗲 𝗵𝗮𝘃𝗲 𝗻𝗮𝗺𝗲𝗱 𝗵𝗲𝗿 𝗛𝗼𝗽𝗲. ❤️

Because despite the circumstances in which she was found, we want her name to represent everything that comes next.

Hope that she will learn what it means to feel safe.

Hope that she will understand that gentle hands do exist.

Hope that the life ahead of her will be very different from the moment captured in this photograph.

Looking at her standing beside that bin, it is difficult not to wonder what she must have been thinking. She could not understand why she was there, why she had been left behind or whether someone was coming back for her.

Thankfully, someone noticed.

Someone cared enough to act.

She is now safe in the care of the Cape of Good Hope SPCA, where she will receive the care and attention she deserves while our team determines what comes next for her.

Those eyes! 😍 Meet Blue, a beautiful 5 month old girl who is ready to find a family to call her own.

Blue is just a puppy, with so much growing, learning and loving ahead of her. She is a medium energy youngster who would love a family willing to give her the time, attention and positive guidance every young dog needs.

🐾 MEET REX

Rex is the sweetest little chap, and he is patiently waiting for someone to give him the second chance he deserves.

At around 5 years old, Rex is a small Jack Russell mix with long legs, a gentle nature and plenty of love to give. His previous family moved and sadly could not take him with them, so Rex now finds himself searching for a new family to call his own.

Rex can be a little shy when he first meets you, but give him some comfort and reassurance and you will discover a loyal little companion who simply wants to be loved, adored and included as part of the family. ❤️

He enjoys lazing in the sunshine, curling up in a cosy bed and quietly keeping you company while you go about your day. He is not overly demanding and would make a wonderful companion for a retiree or a calm household with children aged 12 and older.

𝗦𝗲𝘁𝘁𝗶𝗻𝗴 𝘁𝗵𝗲 𝗥𝗲𝗰𝗼𝗿𝗱 𝗦𝘁𝗿𝗮𝗶𝗴𝗵𝘁 𝗼𝗻 𝗖𝗮𝗽𝗲 𝗧𝗼𝘄𝗻’𝘀 𝗗𝗿𝗮𝗳𝘁 𝗔𝗻𝗶𝗺𝗮𝗹 𝗞𝗲𝗲𝗽𝗶𝗻𝗴 𝗕𝘆-𝗹𝗮𝘄

Misleading claims about the City of Cape Town’s Draft Animal Keeping By-law have caused unnecessary concern among pet owners. Claims that residents will suddenly have to “pay to own a dog,” that every pet must be microchipped, or that officials may enter any home without justification do not accurately reflect the legal position.

The Cape of Good Hope SPCA supports practical and enforceable municipal animal-keeping regulations. The by-law assists the City with animal control, public health, public safety and nuisance prevention while supporting better animal-welfare outcomes.

It is not, however, the primary animal-welfare legislation enforced by the SPCA. Cruelty is principally addressed through the Animals Protection Act 71 of 1962. The two laws have different but complementary purposes.

𝗪𝗵𝗮𝘁 𝘆𝗼𝘂 𝘀𝗵𝗼𝘂𝗹𝗱 𝗸𝗻𝗼𝘄:

- Many requirements are not new. The existing 2021 by-law already regulates sterilisation and permits concerning dogs and cats older than six months. Presenting these as entirely new provisions is misleading.

-Free registration is not a pet tax. Ordinary pet registration is free. References to a “prescribed fee” do not automatically create a charge; an amount must first be prescribed in the City’s tariff.

-Registration is not the same as a specialised permit. Separate permits may apply when keeping an animal unsterilised, exceeding the allowed number of animals or operating a kennel, cattery or other regulated facility.

- Sterilisation is already regulated. The 2021 by-law requires dogs and cats older than six months to be sterilised unless permission is obtained to keep them unsterilised. Sterilisation helps prevent unwanted litters, abandonment and overcrowding at animal shelters.

- Microchipping is not the only option. The relevant provision allows identification through either a collar and name tag displaying the owner’s contact details or a registered microchip.

- Inspection powers are not unlimited. Warrantless searches are allowed only in defined circumstances where an authorised officer reasonably believes that a warrant would be granted and that waiting for one would defeat the purpose of the search. Officials remain bound by the Constitution and other applicable law.

𝗧𝗵𝗲 𝗱𝗿𝗮𝗳𝘁 𝗮𝗹𝘀𝗼 𝗶𝗻𝘁𝗿𝗼𝗱𝘂𝗰𝗲𝘀 𝗶𝗺𝗽𝗼𝗿𝘁𝗮𝗻𝘁 𝗶𝗺𝗽𝗿𝗼𝘃𝗲𝗺𝗲𝗻𝘁𝘀, 𝗶𝗻𝗰𝗹𝘂𝗱𝗶𝗻𝗴:

- 𝐛𝐚𝐧𝐧𝐢𝐧𝐠 𝐭𝐡𝐞 𝐮𝐬𝐞 𝐚𝐧𝐝 𝐬𝐚𝐥𝐞 𝐨𝐟 𝐠𝐥𝐮𝐞 𝐭𝐫𝐚𝐩𝐬;
- 𝐛𝐚𝐧𝐧𝐢𝐧𝐠 𝐰𝐢𝐥𝐝 𝐚𝐧𝐝 𝐞𝐱𝐨𝐭𝐢𝐜 𝐚𝐧𝐢𝐦𝐚𝐥𝐬 𝐢𝐧 𝐜𝐢𝐫𝐜𝐮𝐬𝐞𝐬;
- 𝐬𝐭𝐫𝐞𝐧𝐠𝐭𝐡𝐞𝐧𝐢𝐧𝐠 𝐩𝐫𝐨𝐭𝐞𝐜𝐭𝐢𝐨𝐧𝐬 𝐟𝐨𝐫 𝐰𝐨𝐫𝐤𝐢𝐧𝐠 𝐚𝐧𝐢𝐦𝐚𝐥𝐬;
- 𝐩𝐫𝐞𝐯𝐞𝐧𝐭𝐢𝐧𝐠 𝐚𝐧𝐢𝐦𝐚𝐥𝐬 𝐟𝐫𝐨𝐦 𝐰𝐨𝐫𝐤𝐢𝐧𝐠 𝐢𝐧 𝐭𝐞𝐦𝐩𝐞𝐫𝐚𝐭𝐮𝐫𝐞𝐬 𝐚𝐛𝐨𝐯𝐞 𝟑𝟎°𝐂;
- 𝐫𝐞𝐪𝐮𝐢𝐫𝐢𝐧𝐠 𝐫𝐞𝐬𝐭 𝐛𝐫𝐞𝐚𝐤𝐬 𝐚𝐧𝐝 𝐚𝐜𝐜𝐞𝐬𝐬 𝐭𝐨 𝐰𝐚𝐭𝐞𝐫; 𝐚𝐧𝐝
- 𝐢𝐦𝐩𝐫𝐨𝐯𝐢𝐧𝐠 𝐫𝐮𝐥𝐞𝐬 𝐜𝐨𝐧𝐜𝐞𝐫𝐧𝐢𝐧𝐠 𝐬𝐭𝐫𝐚𝐲 𝐚𝐧𝐝 𝐢𝐦𝐩𝐨𝐮𝐧𝐝𝐞𝐝 𝐚𝐧𝐢𝐦𝐚𝐥𝐬.

The by-law must be implemented fairly throughout Cape Town. Poverty should never be criminalised, and compliance should be supported through education and accessible registration, vaccination and sterilisation programmes. The City is already investing in sterilisation initiatives in informal settlements and lower-income communities.

No by-law will eliminate every case of cruelty or irresponsible ownership. It can, however, establish clear municipal standards and give authorised officials the legal tools needed to address dangerous animals, uncontrolled breeding, strays, public-health risks and other animal-control concerns.

We encourage residents to participate constructively, read the complete draft and compare it with the existing 2021 by-law before sharing claims about what it supposedly introduces.
