The threat, in this case, is knowing that frustration is coming and attempting to drive it away. This is certainly different from actual fear of unfamiliar dogs or people, but it can eventually turn into outright fear if it happens enough.

Frustration is about thwarted impulses.

It happens when something we need very badly appears in the environment, appearing attainable, yet we are prevented from accessing it.

The more valuable the resource and the more times we are thwarted, the stronger our
objections become.

These somethings are usually related to survival or at least profound aspects of quality of life.

For dogs, the big ones are food, predation opportunities (e.g., chasable things) and social
opportunities.

We often don’t recognize the importance of the last, which dogs crave and without which they cannot thrive.

Thwarting for dogs often leads to yelling or worse when efforts to directly access the needed thing fail.

Both dogs and toddlers do have ways of saying, “STOP THAT!”

Both actually sometimes use their teeth to express such attempts at
self-defense.

But it has nothing to do with wanting to make the scary person or other critter feel some particular way.

What it has to do with is defensiveness.

That defensiveness may be misplaced, of course.

The dog—or the toddler—may, for any number of reasons, be having trouble assessing what is or is not a real threat.

Helping dogs to “recalibrate” their threat assessment meter is the business of compassionate behavior modification for dogs whose defensiveness is compromising their quality of life.
