In a monumental victory for urban animal welfare, Philadelphia has officially approved historic legislation to permanently ban horse-drawn carriages from operating within city limits. Sponsored by Councilmember Mark Squilla, the new ordinance amends The Philadelphia Code to completely outlaw the carriage trade and establish severe financial penalties for any future violations. Highlighting the inherent public safety risks, advocacy group Revolution Philadelphia noted that because horses are easily spooked prey animals, forcing them into chaotic city traffic was an accident waiting to happen, making Philly the latest major global city to phase out the industry.
