How to put a harness on a fearful dog…Put the harness on the floor with treats around it. Let your dog check it out. Clip and unclip the harness while your dog is near. Give treats. Sit on the floor/a stool. Hold the harness open and coax your dog to put his snout near, then through, the harness to get a treat. Slip the harness all the way over his head and give him a treat. Take the harness off right away. Put the harness on. Quietly as possible clip the clips.
This process may take days to get through. Work on it a few minutes at a time. Use lots of yummy treats. Make it a fun game. Don’t move to the next step until your dog repeatedly does the current step.

Did you know dogs are red/green color blind? That could be why your dog can't find his red ball in the grass--it looks yellow to him! Also why nowadays many dog toys are blue or orange/yellow :)

What kind of dog makes THE BEST HELPER DOG? In my experience it's been a dog that "gets along" with the fearful dog, but is mostly focused on ME--loves my attention and petting, loves to be held, comes when I call, can't get enough treats---that dog. The goal is to have the fearful dog see the interactions between me and the helper dog and say "Hey, that looks like fun! I want treats too! Maybe I should trust her..."
