Animals deserve protection from people who intentionally harm or neglect them. They cannot always escape dangerous situations or ask someone for help, which makes responsible human protection even more important. Strong enforcement, reporting systems, and safeguards can help prevent repeat abuse. No Bichon, or any animal, should have to live in fear of the person who is supposed to care for them.
