There is a difference between comfort and affection, and your timing tells your dog which one you mean. Affection given to a nervous dog rewards the nervous state. Comfort is different: you wait for the dog to settle, even a little, and then your hand comes down calm and still. Not petting. Not baby talk. Presence. You are saying, you are okay in this moment. Today, hold your affection for five seconds longer than usual and give it the moment your dog settles. You are now rewarding calmness instead of worry.
