The American Veterinary Medical Association's statement on tail docking:

"The practice of tail docking raises significant welfare and ethical concerns, while offering no substantiated health benefits for dogs."

Reasons why people tail dock include cosmetic and functional (prevention of injury for working dogs).

Interestingly research found:

Some proponents of tail docking argue that long tails pose a potential hazard during activities like hunting or herding for certain breeds of working dogs. While there is some evidence that docking may reduce the risk of tail injury, a large study found that tail injuries in dogs are—in fact—rare, and that hundreds of dogs would need to be docked to prevent a single injury. The same study showed working dogs are at no greater risk of tail injury than nonworking dogs. Interestingly, the breeds at greatest risk of tail injury in that study were Lurchers, Whippets, and Greyhounds—yet tail docking is not considered standard for these breeds.
