Reducing Overpopulation: Spay/Neuter Education & Support ROSES exists to support spay/neuter access and increase the rate of animals being spayed/neutered. ROSES is a 501c3 nonprofit.

We do online and in person outreach and education on the importance of spay/neuter, and when necessary help cover full or partial spay/neuter costs for community cats and owned pets. Tax deductible donations can be sent via Zelle to [email protected]. ROSES Rescues is an offshoot of our nonprofit that conducts adoptions for dogs and cats we encounter in our outreach that need homes. See our

Today is one of the last opportunities to complete Harris County’s FY2027 Budget Priorities Survey, and this is one of the few direct opportunities residents have to influence how county funding is allocated, including funding for Harris County Pets and animal welfare programs.

Harris County is one of the largest counties in the United States, yet Harris County Pets operates with one of the lowest levels of animal shelter funding (per capita, per square mile served, and per pet intake-- three ways to measure budget to scale) among large municipal shelters in the United States. of any large municipal shelter in the country. That level of funding simply does not match the need. It makes it harder to provide quality care for homeless pets, recruit and support foster families, market animals for adoption, expand lifesaving programs, provide adequate staffing, and improve outcomes for the thousands of animals who enter the shelter each year.

If you have ever:
• fostered a pet
• adopted a rescue pet
• volunteered at the shelter
• rescued a stray
• networked an urgent animal
• reported loose animals, cruelty, or neglect
• worried about pet overpopulation in our community
• cared about the lives of homeless pets in Harris County

Harris County leaders need to hear that residents believe animal welfare should be a higher budget priority!

When completing the survey, please consider making increased funding for Animal Services and Harris County Pets your top priority for the FY2027 budget.

• You must be a Harris County resident to participate.
• The survey closes Friday, but no closing time has been announced, so please complete it as soon as possible.

It only takes a few minutes, but a strong community response can make a real difference when budget priorities are discussed.
