There is a lot of attention on funding lead service line replacement, but eventually all of those plans turn into individual construction jobs.
EPA recently released additional guidance for water systems, so I looked at the issue from the field side. One practical question is how many replacements will involve a street, sidewalk or driveway crossing—and whether open-cutting every one is the best approach.
