The initiative is officially called Pet Food Label Modernization (PFLM).
Approved by AAFCO (Association of American Feed Control Officials), it represents the biggest overhaul to pet food packaging and labeling regulations in decades.
Timeline & Rollout
When it happened: The updated model regulations were officially voted in and approved at the AAFCO annual meeting in July/August 2023.
Transition Period: AAFCO recommended a six-year enforcement discretion period to give state feed control programs and manufacturers time to transition, which runs through the end of 2030.
The āAll-or-Nothingā Catch: While brands have until 2030 to fully comply, state regulators arenāt allowing a piecemeal approach. If a company decides to update or redesign parts of their packaging before the deadline, they have to bring the entire label into PFLM compliance all at once. Thatās why youāre already seeing brands like Field & Stream start rolling out the new formats now.
Key Changes Included in PFLM
The Pet Nutrition Facts Box: The traditional āGuaranteed Analysisā block is being replaced with a standardized, human-style Nutrition Facts-style box to make reading pet food labels much more intuitive.
Calorie and Macronutrient Breakdowns: It requires more detailed calorie disclosures (including total calories and calories broken down by protein, fat, and carbohydrates) along with clearer gram weights.
Intended Use Statement: Standardized placement on the lower-third of the front display panel so pet parents can instantly identify whether a product is a complete diet, a treat, a topper, or a supplement.
Standardized Ingredient & Handling Rules: Cleaner formatting for ingredient naming conventions, parentheticals, and optional standardized storage/handling icons. š
