Is this neglect? It is impossible to tell without the full story.
This is the owner's first horse. He was given false information and had been taken care of the horse to the best of his knowledge. When the horse continue to decline he called a vet (me).
After a thorough exam, it was found at the horse was much older than the owner was told. It also had severe dental problems. Thankfully, the horse's heart, lungs, gut, and feet were in good shape.
The owner readily agreed to a dental and a nutrition plan. After correcting the teeth issues as much as possible and planning for further corrections in the future, as well as getting the horse on steady nutrition, I hope in a few months this horse looks vastly different.
Educating owners who maybe ignorant can foster a long-lasting trusting relationship. If I had come in and immediately blamed him and told him how horrible the horse looked and "how could he let it get that way", I would not have the opportunity to Help this horse in the long run. In addition, the owner's willingness to reach out again would be unlikely.
While there are truly cases of neglect and abuse, I always like to approach it first as ignorance. If the animal is being abused or neglected, then the appropriate measures can be taken to ensure the animal is removed from that situation.

If anyone wants to know what perilla mint, also known as beefsteak plant, looks like, just take a walk along the Lower Dam trails in Demopolis!
If ingested, it can cause severe acute pneumonia often resulting in death. If an animal survives, they can have permanent heart and lung damage.
The plant itself is typically not palatable, but since it grows along tree lines, when animals are trying to get out of the sun they can sometimes eat on it. It also stays green a lot longer in the fall. So after grass has died the animals may eat it.
It can be managed with routine w**d killers.
