Hello all,

Many people have asked me how I can tell the difference between a lost dog and a dumped dog… This material is a very brief and simple description between both.. There is times where it can be very similar but Animal/Dog Control officers here at Southern Tier Animal Control have many years of experience and training to investigate and determine the difference. (over 50 years combined experience)

So this is a serious question:

Since many people have a hard time understanding the differences between different types of animal shelters.

“Municipal shelters” like Southern Tier Animal Control is a municipal shelter that contracts with Towns for animal control services, we are considered a open door admission, which means we can never turn down somebody from the public if they find a “stray dog” because we are full.

“Rescue shelters” are a non-municipal shelter, normally do not have any contracts and can shut their doors to new admissions when full.

With that being said, I have a very serious question:

If a municipal animal shelter is 100% full, and there is no rescues that have space, no one willing to foster, and adoptions are extremely low… what is the next step?

This is a very serious question, please comment your suggestion

Update - 2nd dog trapped

‼️Possibly Dumped‼️ Big Flats, NY

Two dogs were reported to us as possibly dumped on Barnes Hill Road in the Town of Big Flats, NY on 10/16/26… One was caught today and we will try again tomorrow to catch the 2nd. …Please do not flood the Comm. Center or STACs line with phone calls to report… we are aware the other dog is still there.

Please take a close look at these two dogs and do the right thing and turn in the monster that possibly dumped these poor souls in the middle of nowhere to fend for themselves…. Nothing but a huge cowardly act by a very small insignificant person!

All tips can be confidential!

And before somebody says, “how do you know they were dumped”… it’s because we have been trained to recognize the signs of animal behavior and the classic signs of the difference between a lost dog and a dumped dog.
