im writting today to all of my friends and houndsmen , sarah my trigg hound has a tumor on her right shoulder , we took her to the vet on tuesday to have this looked at and thought it was a fatty tumor which we founfd out it is not a lipoma its some other type of tumor . samples were sent off to the lab for a closer look . my sister and i were lucky to get vet insurance for sarah surgery but its 1,906 dollars for the whole thing , i am trying to line up a field trial either at oak stump or wiggins pen in NC , this will be like my past field trials . it will be a top 30 buddy hunt with the annual 31st bringing up the rear trophy , lol always the most famous trophy of the hunt . this field trial will help pay off sarahs vet bill . some of you came out to spirits field trial to help like last time and i think every one enjoyed it a few years back . let me know if any of you would be interested in doing this again we had fun last time lets do it again and for sarah , sarah has placed at pooles and stoney creek hunt in the past when she was younger , i know houndsmen are family to each other . if your interested please comment below . thanks GATOR TIME KENNELS

To the Virginia Senate Finance Committee:

HB1396 Raises Serious Fiscal & Property Concerns for Rural Virginians

HB1396 is now before the Senate Finance Committee.

That changes the scope of the debate.

This is no longer simply about wildlife management or permits.

It is about:

• Asset seizure
• State liability
• Proportional enforcement
• Economic harm to rural families
• Irreversible damage to valuable property

Finance exists to examine risk, cost, and liability — not just policy intent.



Hunting Dogs Are Valuable Working Assets

In rural Virginia, hunting dogs are not casual pets.

They are:

• Professionally trained working animals
• Carefully developed bloodlines
• Multi-year investments
• Breeding stock
• Competition animals
• Income-producing property

A single finished hound can be worth $3,000–$10,000 or more.

A pack can represent $30,000–$50,000+ in lawful personal property.

When enforcement authority includes the potential seizure of dogs, Finance must treat this as a property issue, not a hobby issue.



Escaped & Unintentional Release Scenarios

Real-world conditions matter.

Dogs escape.

It happens due to:

• Storm damage
• Kennel latch failure
• Equipment malfunction
• Human error
• Trespassers unlawfully releasing dogs

There have been documented incidents where vandals entered private property and opened kennels, releasing hounds.

Finance must consider:

If a dog is unintentionally released or criminally released by a third party, how does enforcement distinguish that from intentional conduct?

Does the owner now face:

• Investigation?
• Citation?
• Permit violation?
• Seizure of dogs?

Policy must account for real-world unpredictability — not perfect compliance scenarios.



Seizure of Tens of Thousands in Property

If dogs are seized during an enforcement action:

• Breeding cycles are disrupted
• Competition eligibility may be lost
• Training value can decline
• Income opportunity disappears

Even if an owner is later cleared, economic damage may be permanent.

Finance should require clarity on:
• Valuation standards for seized dogs
• Time limits for holding animals
• Compensation for wrongful seizure
• State liability exposure



Irreversible Alteration Risk (Spay/Neuter Concerns)

Animal shelters routinely spay and neuter animals in their care before adoption. That is common practice.

The concern is not routine shelter policy.

The concern is this:

If a high-value intact breeding dog is seized and ownership becomes disputed or forfeited, what safeguards exist to prevent irreversible alteration before due process is fully complete?

Once a breeding dog is spayed or neutered:

• Bloodline value is permanently destroyed
• Future breeding income is eliminated
• Competition value declines
• Economic loss can reach tens of thousands of dollars

Finance must ask:
• Are there explicit statutory protections preventing irreversible alteration prior to final adjudication?
• What safeguards protect intact breeding animals during enforcement proceedings?
• What compensation exists if an animal’s economic value is permanently destroyed?

Irreversible alteration of high-value property before final resolution creates enormous fiscal liability for the Commonwealth.



Proportionality & Fiscal Responsibility

Permit violations are regulatory-level issues.

They are not violent crimes.

They are not trafficking offenses.

Is seizure of tens of thousands of dollars in property — including working animals — proportional to low-level regulatory violations?

Finance’s role is to examine whether enforcement authority exceeds reasonable fiscal boundaries.



Rural Economic Impact

Dog hunting counties generate:

• Fuel sales
• Feed purchases
• Equipment revenue
• Veterinary business
• Restaurant traffic
• Tourism dollars
• Property tax stability on working land

Regulatory uncertainty discourages participation.

Discouraged participation reduces economic activity.

Reduced activity harms already fragile rural economies.

Has a rural economic impact study been conducted?



Questions the Finance Committee Should Demand
1. What is the projected fiscal impact of dog seizure enforcement?
2. What is the average asset value at risk per enforcement action?
3. What safeguards exist for unintentional release or vandalism scenarios?
4. Are intact breeding animals explicitly protected from irreversible alteration before final adjudication?
5. What compensation exists for wrongful seizure or economic destruction?
6. What is the five-year cost projection for administration and enforcement?
7. Has a rural economic impact analysis been completed?



Final Message to Finance

Rural Virginians are not asking for immunity from the law.

They are asking for:

• Clear language
• Narrow enforcement authority
• Protection from disproportionate asset seizure
• Safeguards for valuable working animals
• Full fiscal transparency

When tens of thousands of dollars in lawful property can be placed at risk over regulatory-level issues, Finance must examine whether the financial exposure is justified.

That is its constitutional role.

During the 2025–2026 deer seasons, including the early September antlerless seasons (fi****ms and urban archery), hunters reported harvesting 227,302 deer. This was up approximately 10% from last year’s total of 205,759 over the same timeframe, and up 14% from the previous 10-year average of 198,666. This year’s total included 108,163 antlered bucks, 14,631 button bucks, 973 shed bucks, and 103,535 does (45.5%).

Archers took 32,730 deer, while 51,472 deer were taken with muzzleloaders, and 143,100 with fi****ms. During the youth and apprentice weekend, 2,636 deer were reported harvested. In counties where it is legal to hunt deer with dogs, dogs were used to take 50% of the deer killed during the general fi****ms season and 35% of the total deer taken across all seasons.

A significant number of deer hunting regulation changes were implemented this past season—mostly during the general fi****ms season west of the Blue Ridge—to increase opportunity and increase doe harvest to meet population objectives. While these regulations likely contributed to the increased deer harvest, the daily deer kill was ahead of last year’s pace from opening day of archery onward. Currently, 58% of the state’s deer management units (counties) are above population objectives, 38% are meeting the current objective, and 4% are below current objectives.

The data presented in this summary are preliminary and do not include deer taken during the late urban archery or antlerless-only fi****ms seasons. Additionally, the data exclude deer taken under kill permits or those hit and killed by vehicles. Annual deer harvest totals by county dating back to 1947 can be found on DWR’s deer webpage along with additional information on deer management in Virginia.

DWR is thankful to Virginia’s deer hunters in helping the Department get closer to deer management objectives.

cassie is about to be 9 yrs old tommorow , she came to me as a pup and her litter mates because their mother was sick , at the age of 2weeks old , i had a friend Austin Savage bring them to me to see if my female named raven would take them along with the 5 she had already , raven came out to check them out smelled them flipped them over then went back . i said lets go inside , we went inside took one of the pups after she layed down , i took one of the pups put it next to raven and it started to nurse , when raven turned the pup to clean it , it was a HOME RUN ! . SHE RAISED THEM all . at 8 weeks old they went back home , except for the one pup i picked to keep miss cassie , ACUALLY she picked me lol . at a month old she decides to take off behind raven in the briars , me yelling at her did no good lol , i walked about 150yds and here she came behind another hound, 4 months old at joe lewis fox pen , youngest hound in the derby class 114 on her jacket i turn her loose with the rest at cast of hounds , straight to the back ran 4 hours and the hunt was over , she didnt place but for 4 months old 85 points were on the board , talk about being proud . cassie continued to place in hunts , never trained just a natural . i dont consider her just a hunting dog , i consider her a friend , at a year and a half old at the stoney creek fox pen in derby class she ran for 4 hours , not knowing what was about to happen but when they announced the first place hound this hound out of dirtroad duster / B.A Savage f***y hound number 114 Gator Time Cassie . i almost fell off the truck , being so proud of what she has done in her life and friendship with me shes about to turn 9 yrs old wednesday 2/11/26 . just wondering could everyone give her a happy birthday . 9 yr old still in great shape and if we could find a way to make them young again lol if only .

To all my. Fellow friends and dog hunters put there be safe watch for anti dog hunters and be safe keep your GPS close to you to make sure no scallywag picks them . There are evil forces about this time of year who don't like your dogs and will try to ruin your life
