UPDATE: Trade Restrictions in Effect for Pet Dogs to Mexico Due to New World Screwworm

APHIS has received updated guidance from SENASICA Mexico allowing for pet dogs to travel to Mexico according to previously established procedures while updated requirements are under negotiation. The following guidance will be updated on our public-facing IREGs and Pet Travel Website pages to reflect APHIS’ current understanding of export restrictions to Mexico:

NEW WORLD SCREWWORM NOTICE

Due to the detection of New World screwworm (NWS, Cochliomyia hominivorax) in the United States, effective immediately, halt exports of the following species from all U.S. States until we have further information from Mexico:

Cattle (slaughter and reproduction)
Wild ruminants (non-bovine)
Equine (slaughter, breeding/work, and sport/exhibition/transit)
Sheep and goats (slaughter and reproduction)
Swine (reproduction)
Ferrets (commercial and pets)
Songbirds/ornamental birds/raptors (commercial and pets)
PET DOGS—UPDATE (June 10, 2026)

Pet dog travel to Mexico will proceed according to previously established procedures. Updated requirements will be posted to the Pet Travel Website once they are finalized.

ADDITIONAL GUIDANCE

As of November 22, 2024, Mexico is considered to be affected with screwworm. All dogs (including U.S.-origin dogs returning to the United States after traveling to Mexico) must meet APHIS requirements for screwworm freedom certification upon entry (re-entry) into the United States. Update from Texas Veterinary Medical Association (TVMA) on
New World Screwworm (NWS)

There are currently two known cases of New World Screwworm, one in Texas and one in Mexico.

Pet Owners Should Exercise Caution in Travel to Mexico as Situation Evolves

The U.S. Department of Agriculture (USDA) has issued a New World Screwworm notice halting exports of the following animal species from the United States to Mexico:
Affected Species
• Cattle (slaughter and reproduction)
• Wild ruminants (non-bovine)
• Equine (slaughter, breeding/work and sport/exhibition/transit)
• Sheep and goats (slaughter and reproduction)
• Pet dogs
• Swine (reproduction)
• Ferrets (commercial and pets)
• Songbirds, ornamental birds and raptors (commercial and pets)

Veterinarian Guidance for Pet Dogs Returning from Mexico
As of this writing, pet dogs may still return to the United States from Mexico but must meet USDA Animal and Plant Health Inspection Service (APHIS) requirements for screwworm freedom certification upon re-entry. Full re-entry requirements are available on the APHIS dog import page.

Notably, USDA also has confirmed a case of NWS in a New Mexico-based dog at a veterinary clinic in Andrews County in West Texas. This is the first confirmed case of NWS in New Mexico. Early reports indicate the dog recently had traveled to Mexico, making it a movement-related case, and epidemiological investigations are ongoing.

This case underscores why clients who travel regularly to Mexico with their dogs should exercise caution. Requirements could change as the situation develops, and pet travel to Mexico warrants careful consideration until further notice.

The Latest on Quarantine Zones in Texas
There is currently a quarantine in place in parts of La Salle, Uvalde, Webb and Zavala counties. According to Texas Animal Health Commission (TAHC) Executive Director Orders, all warm-blooded animals in a zone may not move out of the zone without prior authorization from the TAHC.

🚨Important Health Update from Dr. Virginia Ellsworth & East Dallas Veterinary Clinic 🚨

Dear EDVC Clients and Community,

We want to provide you with an important update regarding the growing concern surrounding the New World Screwworm (NWS).

At this time, New World Screwworm has NOT been detected in the United States. However, cases have been confirmed in two Mexican states bordering Texas, with the closest confirmed case currently located approximately 62 miles south of McAllen, Texas.

The Texas Veterinary Medical Association (TVMA) recently testified before the Texas Senate Committee on Water, Agriculture, and Rural Affairs emphasizing that ALL veterinarians in Texas — including companion animal veterinarians — will play a critical role in early detection, prevention, and public education.

📊 Current Confirmed Cases in Mexico Include:
• 913 cattle
• 455 dogs
• 136 swine
• 88 horses
• 1 cat
• 1 endangered howler monkey

The United States has already implemented several proactive measures, including:
✔️ Closing southern livestock ports
✔️ Opening a sterile fly dispersal facility in South Texas
✔️ Expanding sterile fly production capabilities
✔️ Authorizing emergency use medications for prevention and treatment support
✔️ Investing over $100 million into NWS response initiatives

🐾 What This Means for Pet Owners

Pet owners should remain vigilant and monitor pets closely for:
• Unusual wounds or skin lesions
• Excessive licking or irritation
• Drainage or foul odors from wounds
• Signs of infection or discomfort
