EPA Region 7 Administrator Jim Macy and Missouri Department of Natural Resources Director Kurt Schaefer and staff joined MFA Incorporated leadership at the cooperative's Cedar Creek Agri Services July 13 to announce the transition of the agency having jurisdictional oversight for anhydrous ammonia under a recent delegation by the agency.

As of late May, the EPA approved federal delegation of the Clean Air Act Risk Management Program (RMP) to the state of Missouri, through the Department of Natural Resources.

The delegation changes how anhydrous ammonia facilities are regulated in the state. The new rule partially delegates the authority to carry out RMP oversight for agricultural anhydrous ammonia facilities to Missouri, including on-site inspections, recordkeeping reviews, audits, compliance assistance and outreach, and enforcement.

In comments at the event, Macy said that an emphasis from the current administration is to move government closer to the people and that Missouri's Department of Natural Resources was a logical fit to maintain regulatory oversight of ag-related anhydrous ammonia facilities.

MFA Director of Safety, Environment and Regulation Jason Adams said the move makes sense for MFA safety staff and Missouri DNR inspection staff.
