Colorado has enacted this emergency rule that applies to dogs entering their state from Texas or New Mexico:
14.2.2.5 All dogs and cats entering Colorado from a state with an active NWS Infested Zone must be inspected by a veterinarian and have a CVI issued within 5 days prior to movement into Colorado. The CVI must include the statement “all animals were inspected and found free of evidence of NWS infestation”.
14.3. Violation of This Emergency Rule
14.3.1. Any warm-blooded animals imported into Colorado in violation of these rules may result in either or both of the following: an order to return the animals to the premises of origin or quarantine of the entire receiving premises.
14.3.2 Any violation of this rule may result in referral to the Colorado Office of the Attorney General or the local district attorney and subject the violator to penalties, including civil penalty, criminal prosecution, or enforcement through the state’s district courts (or any combination thereof).

Gillespie,
Kerr,
Kimble,
La Salle,
Sutton,
Uvalde,
Val Verde,
Webb,
Zavala
Warm-blooded animals located within the quarantined areas may not be moved outside of the zone without prior authorization from TAHC.
Any person in possession or control of such animals in the quarantine areas must obtain permission and comply with all conditions set by TAHC before transporting the animals beyond the quarantine boundaries.
To move warm-blooded animals outside of a quarantined area, the animal must be inspected and treated as required by the TAHC and issued a permit or certificate for movement by a TAHC representative.
Hides, carcasses, and parts of any animal that can serve as a host for the screwworm must be inspected and treated as deemed necessary by a TAHC representative prior to removal from the quarantine areas.
Unauthorized movement is prohibited and may result in administrative penalties or criminal prosecution.
