The PACT Act is now in effect, marking a major milestone for animal protection in the United States.

For the first time, certain extreme acts of animal cruelty — including crushing, burning, drowning, or other forms of severe abuse — are classified as federal felonies. Offenders can face penalties of up to seven years in prison, along with substantial fines. The law closes gaps that previously allowed some cases to go unprosecuted at the federal level.

This legislation sends a clear message: cruelty toward animals, including cats, is a serious crime with serious consequences. Strengthening enforcement at the federal level is an important step toward greater accountability and safer communities for vulnerable animals.
