Why do local law enforcement agencies sometimes hesitate to use free search resources?
In many cases, it comes down to liability concerns, chain of command, scene preservation, training verification, and making sure resources are credible, coordinated, and court-defensible. When a missing person case is active, agencies have to consider every decision carefully.
That said, well-trained volunteer resources can be a major asset when they are used appropriately.
