When animal cruelty is happening right in front of you, time is of the essence.

Photos and videos are important evidence, but if the cruelty is ongoing, your FIRST PRIORITY should be to call the police, LGU, or barangay officials right away. They are the authorities with the legal power to respond on-site, intervene, and apprehend the offender if caught in the act.

If it is safe, calling attention to the situation, asking help from people nearby, or creating a distraction may also help stop the harm and give the animal a chance to get away. But please do not put yourself in danger.

Even after the incident, your role as a witness matters. Animal cruelty cases need people who personally saw what happened to step forward, execute an affidavit, and see the case through.

PAWS can help review evidence and guide witnesses through the legal process, but a case cannot stand on social media posts alone. Justice is only possible when people choose to act.

NO SURRENDER. JUSTICE AT LAST.

After relentless investigation and refusing to give up on this case, it finally paid off.

A dog meat trader in La Union was successfully apprehended this June 2026—a significant step toward holding animal cruelty offenders accountable and combating the illegal dog meat trade.

This victory is a reminder that persistence matters. Every report, every piece of evidence, and every concerned citizen can help bring justice for animals.
We extend our sincere gratitude to CIDG La Union, the La Union Provincial Veterinary Office, and our dedicated volunteers for their invaluable assistance and commitment throughout this case.

“Mabait naman siya.” Isa ito sa mga pinakakaraniwang dahilan kung bakit pinapayagang gumala ang mga a*o sa pampublikong lugar nang walang leash o tali. Ngunit, kahit mabait at masunurin ang iyong a*o, maaari pa rin siyang mabigla, maligaw, o mapahamak.

Sa ilalim ng Anti-Rabies Act of 2007 (RA 9482), hindi dapat hayaang gumala ang mga a*o nang walang leash sa mga pampublikong lugar. Ang mga pet owner na lumalabag dito ay maaaring pagmultahin ng ₱500 sa bawat insidente.

Ang paggamit ng leash ay hindi lamang tungkol sa pagsunod sa batas. Isa rin itong paraan ng paggalang at pagbigay ng konsiderasyon sa mga tao at hayop sa paligid natin.

Maaaring may makasalubong kayong community cats, ibang a*o, bata, o taong takot sa a*o. May mga a*ong nagiging reactive o agresibo sa ibang hayop, at may mga pusang maaari ring manakit kapag natakot o nakaramdam ng panganib. Kapag naka-leash ang a*o ninyo, mas madali siyang kontrolin, mailayo sa panganib, at protektahan mula sa hindi inaasahang sitwasyon.

Kung ang iyong a*o ay nasa loob ng sariling bakuran, private property, o isang private off-leash dog park/play area kung saan pinapayagan ang off-leash activity, maaari silang hindi naka-leash basta ligtas, kontrolado, at hindi makakalabas o makakaabala sa iba.

Bilang pet owners, responsibilidad nating panatilihing ligtas ang ating mga alagang hayop, ang ibang hayop, at ang komunidad 💚
