You can follow Help Someone Desex Their Pet for desexing offers around NZ, and rescues in the surrounding areas are working hard to make desexing accessible, sometimes if travelling is a possibility, desexing offers may be available to residents outside of their area, and could be available to Rotorua residents, if you are unsure, send them a message or keep an eye on their social media posts.

Friendly? Chat with your neighbourbours/neighbourhood, pop a paper collar on it, snap a photo for lostpet and local pages/groups, check for a chip.
SPCA, Vets and some rescues can scan for a microchip at no cost.
Are you willing to care for the cat, or a neighbour you spoke with? Is the cat desexed? Reach out to SPCA, local rescue, get a plan in place.
The most common complaints of nuisances from strays can be minimized hugley once desexed and cared for.
