We need to pay attention to all the subtitles horses give in communication before they lash out because we didn't listen when they whispered.
Today I rode Zadel and I can tell you the saddle was ok, he moved freely, it wasn't pinching, lifting, squeezing or shifting.
He had his head low the entire ride which is totally new to me, usually his head is up and he isn't relaxed. Today he was chill.
I did notice though when I got on he was uncomfortable with the mounting, even though I used a block.
So in my conclusion, there is something else going on. Some discomfort caused by the girth being done up and with the mounting. Further investigation is required but for now I am pretty confident this saddle is a better fit than the previous few he has had.
