It is further submitted that several ABC programs exist only on official records, with poor ground-level ex*****on and no effective monitoring or audit mechanism.
3️⃣ On Increase in Dog Roaming & Aggressive Incidents
Data shows that sudden stoppage of feeding results in a 742% rise in roaming, leading to higher aggression and conflict.
This outcome is foreseeable and preventable.
4️⃣ On Absence of Transparency & Accountability
There is no public digital record of sterilization, vaccination, or complaint redressal, leaving citizens without clarity or recourse.
5️⃣ On Balance Between Public Safety & Animal Welfare
It is respectfully submitted that public safety and animal welfare must coexist.
Failure to manage either amounts to administrative neglect.
