Military, Defence Ministry employees to donate one day's salary to PM's COVID-19 fund...

The Army, Navy and the Indian Air Force as well as employees of the defence ministry have decided to donate one day's salary totalling around Rs 500 crore to the relief fund announced by Prime Minister Narendra Modi to help fight the coronavirus outbreak in the country. Separately, Defence Minister Rajnath Singh announced that he will donate one month's salary to the fund.

On Saturday, Modi announced setting up of the Prime Minister's Citizen Assistance and Relief in Emergency Situations Fund (PM-CARES) to deal with the coronavirus pandemic.

A number of union ministers, private entities, industrialists and government organisations have responded to the prime minister's announcement and contributed to the fund.

So far, India has recorded a total of 979 positive cases of coronavirus and 25 deaths.

"I have decided to donate my one month's salary to the PM-CARES Fund. You can also contribute in this fund and strengthen India's resolve to fight against the menace of COVID-19," the defence minister said.

Singh said he has also asked the Chairman MPLADS (Members of Parliament Local Area Development Scheme) to release Rs 1 crore to the PM-CARES Fund.

A defence ministry spokesperson said Singh has approved a proposal for contribution of one day's salary by employees of the ministry to the Fund.

"It is estimated that around Rs 500 crore will be collectively provided by the Defence Ministry to the Fund from various wings, including Army, Navy, Air Force, Defence PSUs and others," he said.

The employees' contribution is voluntary and those desirous of opting out will be exempted.

Indian Navy manufactures multi-feed oxygen cylinder for Covid-19 patients...

To cater to the requirement of oxygen supply for multiple patients during the ongoing COVID-19 pandemic, personnel from Naval Dockyard Visakhapatnam has designed an innovative ‘portable multi-feed oxygen manifold (MOM)’ using a six-way radial header fitted to a single cylinder.

After successful trials, the dockyard has started manufacturing of the oxygen cylinder that can cater to six patients at one time. This innovation would enable one oxygen cylinder to supply to six patients concurrently, thus enabling critical care management to a larger number of COVID-19 patients with the existing limited resources.

The entire set up was made operational by the manufacturing of a Fine Adjustment Reducer and specific adapters of requisite dimensions for connecting the oxygen cylinder and the portable multi-feed oxygen manifold.

A typical oxygen providing facility at hospitals comprises an oxygen cylinder feeding only one patient through a Ventimask arrangement.

During the ongoing pandemic, ventilator support will be required for about 5-8 per cent of patients with symptoms whereas a large number of patients would require oxygen support.

The existing facilities are not adequate to cater to such large requirements.

“A need was therefore felt to design a suitable portable arrangement that could provide oxygen through masks to a number of needy patients using a single-cylinder during emergencies which is the need of the hour,” Navy Spokesperson Commander Vivek Madhwal said.

The preliminary trials of the entire assembly were conducted at the medical inspection room in the Naval Dockyard, Visakhapatnam, which was followed by rapid trials at the Naval Hospital INHS Kalyani wherein the portable multi-feed oxygen manifold was successfully set up within 30 minutes.

After successful trials, the Naval Dockyard has commenced manufacturing of 10 portable multi-feed oxygen manifold with two six-way radial headers catering to 120 patients at makeshift locations.

Army distributes ration to the needy in Kashmir...

In its efforts to help the people during lockdown, the Indian Army said on Friday that it has distributed rations among daily wagers, migrant workers and the needy in Kashmir.

Following the lockdown to contain coronavirus spread, the Army has helped the disadvantaged throughout the Valley at grassroots level. Hundreds of persons have been benefited, and many more will be reached out in the coming days, it said.

In another initiative, posters and leaflets containing various advisories and precautionary measures are being posted throughout the Valley. These will help educate the people and safeguard them from the possibility of inadvertently becoming carriers of the disease, the Army said.

Soldiers failing to disclose Covid-19 information will invite action under Army Act...

Soldiers failing to disclose possible Covid-19 symptoms, their travel details to an identified hotspot or even about their contact with a suspected patient will be tried under the Army Act, 1950, “for breach of discipline”.

An advisory issued last week by the Adjutant General’s branch stated that Army personnel should disclose to their superiors — either during rolls calls or during medical screening — if they have Covid-19 symptoms such as cough, throat pain, fever, breathing difficulties, their possible contact with any Covid-19 patient, friend or relative while on leave or temporary duties, or about their travel to a Covid-19 hotspot as identified by the government.

The advisory states that concealing any such information will put other troops in harm and thus the act will be treated as “willful concealment” and dealt with under the Army Act for breach of discipline.

The advisory comes at a time when India is facing a 21-day lockdown and the government is trying to control the Covid-19 outbreak with 942 cases in the country as on Monday morning.

Recently, the Kerala government suspended Kollam Sub-Collector Anupam Mishra who had jumped home quarantine after coming back from a holiday in Singapore. The 2016-batch IAS officer and his wife had left for his hometown in Uttar Pradesh without informing the district collector and health authorities, who had advised them to remain home quarantined for two weeks.

Army sources said any such non-disclosure of information related to the pandemic is likely to be tried under Section 42 (e) of the Act that deals with neglect to obey any general, local or other order. Concealing of venereal diseases is also tried under the same section, since the offence is not contracting a disease but concealing it, an Army source said.

Defence sources said the Navy and the Air Force, too, could take a similar decision soon.

Army may recall retd personnel with medical expertise if fight against Covid-19 intensifies.......

The Army has made a composite list of all those who retired in the last two years for possible recall if the need arises to fight the war against coronavirus.

Army sources said they are focusing on all those with medical expertise and specialised technicians.

The military has a system of recall by which it can ask all those who retired in the last two years to rejoin the forces and offer their services.

These kind of recall measures have been put in place as part of the steps to be taken in times of war.

“We have made a composite list. This basically focuses on those with medical backgrounds and those with technical expertise who can be recalled if the need arises,” a senior Army officer told ThePrint.

He added that the Commands have the required details of all these individuals.

“It is not that everyone will be recalled. It all depends on the need. For example, if there is a requirement in Chandigarh, a person from Kerala would not be recalled,” the officer said.

Retired personnel yet to be contacted

Asked if retired personnel have been sounded out, the senior officer said, “No, they have not been contacted. A two-year period of recall is something that every officer, JCO and jawan is aware of. Whenever a situation emerges, they know they could be called back.”

While initially, the military’s help was limited to just setting up quarantine centres for those evacuated from abroad, the government has started roping them in more in the fight against Covid-19.

The Indian military has identified six more of its hospitals to carry out Covid-19 tests and has also earmarked 28 other facilities across the country to exclusively deal with the outbreak.

Speaking to ThePrint, Lt General Anup Banerji, DG Armed Forces Médical Services (AFMS), had said that armed forces have been directed to augment medical resources for civil health set-ups too.

The military is also conducting four research projects on the coronavirus.

In a dastardly act of cross-border terrorism by the Pakistan Army, the mutilated body of a missing Border Security Force (BSF) jawan was found along the India-Pakistan border in Jammu on Tuesday, news reporting agency PTI said. The slain jawan, who had gone missing a few days ago, was brutally murdered by the Pakistan Border Action Team.

According to a Times Now report, the BSF jawan was ambushed, his weapon was confiscated and his throat was slit. The body was also found with multiple knife wounds, escalating the brutality of the murder. A barbaric attempt to behead the jawan was also made after he was shot by a sniper, according to reports.

“The body of the jawan was found by a search party. It is suspected that he was shot with a precise aim by the Pakistani side when they were clearing the area near the fence,” a senior official told the news agency.

With this ghastly incident emerging ahead of the much-awaited India-Pakistan cricket match in the ongoing Asia Cup, Indian citizens have begun questioning whether India should engage with the hostile neighbour in sporting field encounters while India’s troops are being mercilessly killed at the border. Countering the opposition attack on the BJP-led government over instances of mob lynching, Home Minister Rajnath Singh today said the 1984 anti-Sikh riot was “biggest” such incident.

Speaking on the lynching incidents, one of the issues cited by the opposition to attack the government, Singh said the Centre will provide all assistance required, but the state governments should take stringent steps to curb such incidents.

“The biggest incident of the mob-lynching happened during 1984,” Singh said, referring to the anti-Sikh riot that took place in the aftermath of former Prime Minister Indira Gandhi’s assassination on October 31, 1984.

The minister said the government has formed a Special Investigation Team (SIT) and assured that justice would be given to the Sikh community.

Speaking on the opposition-sponsored no-confidence motion, Singh said the opposition had doubt about who will be the leader and what will the policies be.

“Against whom are you bringing no-confidence? The appeal of the prime minister is such that several people gave up the gas subsidy after he urged them to do so.

“They (the opposition) do not trust each other. And when it comes to talking about the leadership, then ‘gayi bhains paani mein (they lose their steam),” Singh said.

The minister said the BJP has made a mark in states like Kerela and won Tripura by a two-thirds margin, which was unthinkable some time ago.

Expressing displeasure for introducing the no-confidence motion despite numbers favouring the NDA, he said the BJP never thought of doing so while it was in opposition from 2004-2014 as it was convinced that Manmohan Singh was safe.

He also took a dig at the Congress saying former Prime Minister Rajiv Gandhi had ridiculed the BJP for having two MPs in the Lok Sabha in 1984. “One should not be arrogant as time changes and the same party (BJP) today has majority in Parliament.”

Hitting out at Congress leader Shashi Tharoor’s ‘Hindu Pakistan’ remark, the senior BJP leader said, “Where do they (Congress) want to take the country and what does it want India to become.

“Here, there is a talk about Hindu Taliban. India is the only country where minorities are prospering. Do they not want such an India,” the Home Minister said.

Singh said the country’s image has grown due to the steps taken by the Prime Minister and India is among the largest world economies and has risen from number 9 to number six over the last four years.

Referring to India’s membership in the Missile Technology Control Regime club in 2016, Singh even China has not been able to become a member of the elite club.

As the Minister spoke, Telugu Desam Party (TDP) members started demanding that he should speak on the Andhra issue and created a ruckus in the House. When TDP MPs started walking towards Singh, there was an altercation between them and the members of the BJP.

With the TDP members threatening to sit in the Well, Speaker Sumitra Mahajan adjourned the House for 15 minutes.

When the House reconvened, Singh resumed his speech.

He said the Centre will provide all possible assistance for the development of Andhra Pradesh.

With regard to the TDP’s demand for providing special status to Andhra Pradesh, the home minister said there were “some constraints”.

Without naming Rahul Gandhi or pointing to his hugging the Prime Minister, Singh said it seems that Chipko Movement has started in Parliament.

He said after the House adjourns, “I would go out and hug Congress leader Mallikarjun Kharge.”

In his speech, the home minister said there has been an improvement in the security situation in North East and added that has been a steep decline in the insurgency.

The Naga framework agreement has matured, he said, adding there has not been a single incident of terrorist attack in the last four years.

China's official Xinhua News Agency has said that the BJP 'has been losing its popularity with each passing day', in an analysis published on Sunday that speculated on the possibility of early general elections.

The article- 'a news analysis' published by Xinhua and written from New Delhi-attributed this to the lynching incidents and what it described as the "not-so-successful economic policies of Demonetisation and GST (goods and services tax).

"Expectations that the general elections would be preponed stem from the fact that the BJP has been losing its popularity with each passing day, after suffering repeated defeats in recent by-polls (in parliamentary constituencies) in politically big states like Uttar Pradesh, Maharashtra, West Bengal, Rajasthan and Bihar, Xinhua reported.

It cited a recent Lokniti-CSDS (Centre for the Study of Developing Societies) poll that "found that the drop in Modi's popularity has been quite sharp".

Pointing to the recent by-polls in Uttar Pradesh, Bihar, Rajasthan and West Bengal, the article said that, "The repeated defeats of the BJP candidates in the parliamentary by-elections have given enough indications that the main ruling party is facing a tough incumbency factor among the country's voters."

"The key reasons cited for BJP's poor performance in recently held by-polls could be summarised as increasing incidents of lynching on dalits.. and the minority communities, particularly the Muslims over beef controversies, and the "not-so-successful" economic policies of Demonetisation and GST (goods and services tax)."

The write-up also quoted the July 9 India Today cover story on the BJP's new gameplan for 2019 saying that "BJP was concerned at losing popularity among the Dalits and lower caste people."

In Beijing, however, the general sense among strategic experts who follow India is an expectation that Prime Minister Modi will return for a second term, although some have speculated he might return with a weaker position.

To that end, Beijing has also been keen to portray Modi's relations with President Xi as being aimed at the long-term, and suggested it was investing in building a close relationship between the two in convening the informal summit in Wuhanthe first of its kind hosted by Xi.

Before the April 28-29 Wuhan summit with President Xi, Chinese officials said they saw Modi as a widely popular leader.

Comparing the two leaders, Vice Foreign Minister Kong Xuanyou told reporters then, "Xi and Modi both have strategic vision and historic responsibility. They are both widely supported by their people and have devoted a lot of energy to this relationship."

Four Militants and one Stone Pelter gunned down in Kashmir

Four militants and a civilian were killed and three army personnel were injured in three separate across Kashmir Valley. Three militants and a teenage civilian were killed in an encounter and subsequent protests in Pulwama district of south Kashmir.

Another militant was killed in an encounter in Kupwara district of northern Kashmir and militants lobbed a gr***de at an Army patrol injuring three army personnel in Shopian district of southern Kashmir.

In Pulwama’s Chatpora village, SoG of J&K police, Army and CRPF acting on a tip off regarding presence of militants, launched a joint crackdown on Friday afternoon. During the search operation, militants opened the fire triggering an encounter. Later J&K police chief S P Vaid confirmed that three militants were killed at the encounter spot.

The identity of the slain militants was yet to be ascertained. As soon as the news of encounter spread locals started protests near the encounter site, during which several civilians were injured. A teenage boy killed during the protests was identified as Faizan Ahmad Khan of Pampore. In another encounter, J&K police officials informed that armed forces and militants exchanged fire at Tunga Top- the upper belt of Kachama forests in Kupwara district of northern Kashmir.

Later, the armed forces launched search operation in the area and claimed to have recovered body of one militant along with a Kalashnikov rifle.

NSG to be deployed in anti-terror operations in Jammu and Kashmir soon

The elite National Security Guards, popularly known as 'Black Cats', are likely to be deployed soon in counter-militancy operations in Jammu and Kashmir which was placed under governor's rule on Wednesday, officials said.

They said a team of NSG has been stationed in the Kashmir Valley for quite sometime and is undergoing rigorous training in the outskirts of the city.

The state was yesterday placed under governor's rule for the fourth time in the last one decade after the BJP withdrew support to its alliance partner, the PDP, prompting Mehbooba M***i to resign as the chief minister.

The decision for their deployment in counter-terror operations was taken by the Home Ministry recently and they will be put to use soon after their acclimatisation programme is over, the officials said.

The teams will be kept at the disposal of the Jammu and Kashmir Police, which is the nodal agency for all anti-militancy operations, they added.

While the Union Home Ministry is upbeat about deploying the NSG in the valley, counter-terror experts feel that the black cats would be helpful in a situation where room-to-room intervention is required.

Such situations rarely come during a counter-militancy operation as it is virtually a do-or-die battle for the forces, mainly led by the state police and ably assisted by the Army and paramilitary forces, the experts said.

The move to deploy NSG commandos in Kashmir comes in the wake of increasing incidents of encounters where security forces have lost many soldiers during high-risk house intervention operations in densely populated localities.

The NSG commandos, when allowed, will get opportunities to test their skills and it will be a force-multiplier for anti-militancy forces deployed in Jammu and Kashmir, they said.

The commandos use sophisticated Heckler and Koch MP5 sub-machine guns, snipper rifles, through-the-wall radar and C-4 explosives to eliminate holed up terrorists without causing much damage to the structure.

The NSG was raised in 1984 in the aftermath of Operation Blue Star, which was carried out to flush out terrorists hiding in the Golden Temple in Punjab's Amritsar city.

The Black Cat commandos were deployed to tackle terrorists who carried out the 26/11 Mumbai terror attack, the January 2016 attack at the Pathankot air base as well as the terrorists who attacked the Akshardham temple in Gujarat.

There are around 7,500 personnel currently working with the NSG.

On the occasion of Eid, as a family of soldiers, along with thousand others, bid farewell to its ‘braveheart’ son Rifleman Aurangzeb in his native village Salani of Mendhar tehsil in frontier Poonch district, it also had revenge on mind — “100 heads in return”.

“I want to appeal to Prime Minister Narendra Modi to bring back at least 100 heads in return for my brother Tiger Aurangzeb. If the Government cannot fulfil our demand they must make it clear to us. We know how to do it. We are capable of avenging death of our Tiger,” said one of the brothers, also an Armyman, of the Rifleman.

Angry over the gruesome murder of Augrangzeb by terrorists, locals in the area didn’t even celebrate Eid and walked several miles to join the funeral procession.

But even Eid didn’t deter the Pakistan Army from targeting a routine Indian Army patrol, that too, 700 metres inside the Indian territory in Nowshersa sector. An army jawan, 21-year-old Rifleman Bikas Gurung, received serious injuries and later he succumbed. According to Defence spokesman Gurung hailed from Manipur and is survived by his mother Beena Gurung.

In Aurangzeb’s village, echoing similar sentiments as his younger son, Mohd Haneef, father of the Rifleman, set a 72-hour deadline for the Centre to find and kill those who abducted and killed his son in cold-blood on Thursday evening.

“My son was a brave soldier. He sacrificed his life, another son is in the Army, I also served the Indian Army. We are all ready to sacrifice our lives. Kashmir is ours. We must not let Kashmir burn. We must w**d out the goons who are destroying Kashmir,” Mohd Haneef told senior Army officers, who arrived in the native village to pay homage to his martyr son.

He also questioned a senior Army officer, “How are Pakistani flags allowed to be unfurled in Kashmir Valley? It should not be allowed. Why Indian flags are not unfurled there?”

The retired Armyman also slammed those doing politics over the death of martyrs in Jammu & Kashmir and the separatist leaders who, he alleged, were Pakistan sympathisers.

He favoured all-out offensive against the terror groups active in the Kashmir Valley. In response, the senior Army officer tried his best to pacify the grieving father by holding his hands and saying all the soldiers of his unit are like his son Aurangzeb. “You are not alone. We are standing behind you and we will always be with you”.

Earlier, soon after his coffin, wrapped in a Tricolour, arrived at his home, Haneef said my son has fulfilled his promise. He sacrificed his life and returned home on Eid.

Aurangzeb’s last journey was cut short by unidentified terrorists on early Thursday morning.

According to police, Aurangzeb was abducted by a group of two-three terrorists from a private vehicle in which he was travelling from Kalampora area of Pulwama on Thursday morning. He had boarded the vehicle from outside his unit headquarters.

As the Army and police launched massive manhunt to track him down, the terrorists tortured him for several hours and later dumped his bullet-ridden body in village Gusoo of Pulwama, 10 kms from the site of abduction.

Before starting his journey, Aurangzeb had informed his father, an ex-serviceman, that he will be reaching home soon to celebrate Eid. His younger brother, also a serving Armyman, was also expected to join the family.

The festive atmosphere in the house suddenly turned in to despair after local Army authorities contacted Mohd Haneef, father of Aurangzeb and informed him about his abduction. His mother, Raj Bi made passionate appeals to the terrorists to release his son but her pleas could not make much difference.

Aurangzeb was reportedly shot in the head and neck from a very close range by ‘unidentified’ terrorists who wanted to avenge killing of Hizbul Mujahideen commander Sameer Tiger.

An ace shooter, Aurangzeb, was member of the crack team of Major Rohit Shukla credited with neutralising Sameer Tiger in May 2018.

Before dispatching his mortal remains to his native village, senior Army officers in Srinagar also paid tributes to him. However, due to inclement weather conditions the mortal remains of the soldier could not reach his native village on Friday. On Saturday his mortal remains were buried with full military honours in the presence of large number of villagers and close family members in his native village.

Meanwhile, violating ceasefire along the Line of Control, the Pakistan Army had initiated ‘unprovoked’ and indiscriminate firing of mortars on early Saturday morning in which 21-year-old rifleman Bikas Gurung received serious injuries and later he succumbed”. According to Defence Spokesman, Rifleman Bikas Gurung hailed from Manipur and is survived by his mother Beena Gurung.
