Important update for all dog owners, walkers and our lovely D4 community

A change in the law came into force on 18 March 2026 that every dog owner should be aware of. The Dogs (Protection of Livestock) (Amendment) Act 2025 has strengthened the rules around dogs and livestock and this now includes horses on public roads, footpaths and bridleways, not just fenced farmland.

This matters for anyone who walks their dog in the countryside, uses shared spaces, or enjoys exploring new routes with their four‑legged friend.

What’s changed?

- The law now applies on public roads, paths and bridleways places many of us walk daily.
- Horses are classed as livestock, so the rules apply even when you’re nowhere near a farm.
- “Worrying livestock” no longer requires physical contact. Chasing, running at, or causing fear or panic is enough to be an offence.
- Police now have stronger powers to seize and detain dogs involved in incidents.
- Owners can face unlimited fines if their dog worries livestock.

What this means for responsible dog owners

Our D4 community already do the right thing reading body language, using long lines when needed, and keeping dogs under control around horses, cyclists and other users of shared spaces. This legislation simply reinforces what good owners already practise.

To stay safe and compliant:

- Keep your dog close and under control when approaching horses or riders.
- Use a lead or long line if recall isn’t rock‑solid around distractions.
- Give horses plenty of space many can be startled even by friendly dogs.
- If you’re unsure how your dog might react, manage the environment first. Training can come next.

This legislation isn’t about blaming owners it’s about keeping everyone safe: dogs, riders, walkers and horses.
