The best way to make sure you get a level tail is to wash the day before (✔️) then brush out all tangles so theres no longer bits stuck within the length, i am living the new paddle brush from Prestige Equine. Run your hand down so all hairs together and trim to you preferred length.
This can be wherever you chose for your horse!
And you can use scissors or clippers they are just blades in different forms neither is right or wrong.
