You will need to register on the EDC planning portal.
After you are registered, use the Search function to find the application using the reference TP/ED/26/0253
Open the application and click Make a Public Comment

❓What you can comment on in a planning application:
The Council can only consider representations made on ‘material planning’ grounds, these include:
📌 Amenity (e.g. noise, traffic, impact on sunlight or privacy)
📌 Design (e.g. height of building, density of development, detailing and materials, or how the proposed development takes account of its surrounding)
📌 Environmental Impact (e.g. loss of trees or open space, flooding or impact on wildlife)
📌 Policy (e.g. has the proposal taken account of the development plan)
📌 Access (e.g. public transport access, adequacy of parking provision or cycle and footpath provision).
There are some things which are not material grounds, and these CANNOT be considered by the Council. These Include:
📌 Impact on property values
📌 Loss of view
📌A private legal matter (such as land ownership)
📌Commercial interests (including competition)
📌 Personal views about the applicant or the nature of their business.

❓ Will nature really be better off?
NPF4 (National Planning Framework 4) expects major developments to leave biodiversity better than before. Where is the clear before-and-after proof?
❓ Will this create a car-dependent estate?
The developer’s own figures suggest around two-thirds of trips would be by car, with only two bus services.
❓Can local services cope with up to 300 homes?
Where is the clear evidence for GP, dentist, childcare and local service capacity?
❓Have the old hospital service tunnels been assessed?
Historic records show underground service ducts below the site. Are they mapped, safe, and checked before excavation?
❓ Is the council being asked to approve the Application before key checks are finished?
Flood-bund ownership, old buried services, drainage details and Phase 2 soil evidence are still not fully tied down.
❓Who will maintain the flood and drainage systems long term?
The site relies on flood-bund upgrades, basins, underground storage, Hydrobrakes and controlled drainage — but long-term ownership and maintenance are not fully agreed.
❓ Allocated before NPF4 — still must prove compliance today.
This application should be tested against current policy on car dependency, flood resilience and carbon-rich soils — not approved simply because the land was allocated before NPF4 (National Planning Framework 4)
