Have you tried the Pro Levelling Knife?

The Pro Levelling Knife is a levelling and thinning tool for humanely tidying manes, tails and feathers.

Take a small section of hair at a time, and backcomb until you are holding just a few hairs. Then use the blade to cut the section to your desired length.

Using this levelling knife made such a difference when using it on a horse who is averse to their mane being pulled. It was quick and easy to use, with the horse falling asleep throughout the process!
