This is a short-leash version of a very simple U-turn.
Not luring, but how to teach a turn: once your movement easily generates the turn, you will add a verbal cue before you move: "Turn."
When it goes well on a short leash, practice off-leash at a close distance, then on-leash while gradually increasing the distance, then off-leash the same way.
Then, and only then, start to add distractions in the distance and slowly get closer.
This skill is more than part of the management, or avoidance, at the beginning of reactivity training. This skill can be generalized for your dog off-leash and without a cue; maybe not even the full U-turn, but the idea that approach is not necessary to feel safe.
The option of walking away, not reacting, but not being there!
