🐾 Important Update – Proposed Breeder Reforms in South Australia 🐾

The French Bulldog Club of South Australia supports strong animal welfare standards and meaningful reforms that aim to stop irresponsible breeding. Protecting dogs will always be our priority.

However, we have serious concerns about the proposed breeder regulations currently under consultation in South Australia, particularly how they may affect small, ethical, home-based breeders.

Many ANKC breeders raise their dogs in their homes, not in large facilities. These breeders:
β€’ follow strict Codes of Ethics
β€’ carry out health testing and responsible breeding practices
β€’ breed infrequently and focus on quality, health and temperament β€” not quantity

Small, ethical breeders play a vital role in breed preservation, genetic diversity, and producing well-socialised family dogs.

At present, the proposed reforms do not clearly distinguish between:
➑️ small home-based breeders
➑️ large commercial breeding operations

Applying the same standards to both risks forcing ethical breeders out of the system β€” without actually improving animal welfare.

⚠️ Our key concerns include:
β€’ no clear tiered or risk-based licensing system
β€’ standards designed for facilities rather than family homes
β€’ duplication of existing ANKC welfare oversight
β€’ loss of breeder knowledge, experience, and genetic diversity
β€’ enforcement by inspectors without breed or ANKC experience

🚨 Why this matters to the public
If responsible breeders are pushed out:
β€’ fewer ethically bred puppies will be available
β€’ waitlists will grow longer
β€’ families may be driven to interstate or unregulated sources
β€’ overall welfare outcomes may decline

βœ… What we are advocating for
β€’ a tiered, risk-based breeder licensing model
β€’ formal recognition of ANKC membership and oversight
β€’ welfare standards based on outcomes, not facility size
β€’ ongoing consultation with Dogs SA and breed clubs

πŸ“£ Have Your Say
We strongly encourage breeders, dog owners, and members of the public to submit their feedback to the South Australian Government.

Your voice matters.

πŸ”— Submit feedback online:
https://yoursay.sa.gov.au/breeder-regulations-standards

πŸ’¬ Other ways to have your say include:
β€’ completing the YourSAy consultation survey
β€’ attending information sessions or stakeholder meetings
β€’ contacting Dogs SA to take part in upcoming member discussions
β€’ writing directly to the Dog and Cat Management Board

Ethical, home-based breeders are not the problem these reforms seek to solve. Any changes must protect animal welfare without dismantling responsible breeding in South Australia.

We encourage respectful discussion and informed engagement as these proposals move forward.
