Here's my take on this; An open palm is often associated with punishment that follows. A hand or anything held above a dog's head is seen as intimidation. That is in fact the natural assumption a dog would make. There's nothing calming about this. What they are describing in the dog's language sounds much more like the dog displaying calming signals. The dog trying to communicate to the person not to hurt them. It actually looks like the dog is a little scared and therefore trying to calm them down.
