The comments on our last post made one thing very clear: People are tired of polished announcements while the basics of humane sheltering remain unstable.

LA Animal Services now has a new GM appointment, a newly announced ASPCA and Best Friends partnership, and a budget that still leaves serious questions about what is actually being funded, what is still being cut, and who is expected to fill the gap.

📌 A new leader is not a substitute for funding.

If the City is still leaving medicine, food, and prevention vulnerable, then the most important part of this story is the budget and lack of funding for LAAS.

People hear “no-kill” and think it means no euthanasia.
People hear “partnership” and think it means takeover.
People hear “millions” and assume the basics are now covered.

But the real question is much simpler:
Is Los Angeles fully funding the core of humane sheltering, or is it still expecting animals, staff, volunteers, and donors to absorb the consequences of chronic underfunding?

Because medicine is not extra.
Food is not extra.
Spay and neuter is not extra.
Prevention is not extra.
These are the foundation.

LA Animal Services has a new general manager, a new national partnership with ASPCA and Best Friends, and a new budget.

On paper, that looks like momentum.

But Los Angeles has a long history of asking the shelter system to survive on optimism, partnerships, and damage control rather than on durable public investment.

A new general manager can be a good sign.
A major national partnership can be a good sign.
And the City can still be underfunding the core of humane sheltering.

LA Animal Services Has a New General Manager, a New National Partnership, and a New Budget

Los Angeles Animal Services is entering another major transition, and this time the headlines are big enough to make people think real change may finally be coming. Mayor Karen Bass has appointed Gabrielle Amster as the new General Manager of LA Animal Services, pending City Council confirmation. At the same time, LA Animal Services, the ASPCA, and Best Friends Animal Society have announced a multi-year $14 million initiative, and the City has released its FY 2026-27 proposed budget....

Stitch is currently at the shelter because we need dedicated and caring foster homes. If you live in Southern California or are willing to drive, and want to foster a dog this spring and summer, please reach out!

Stitch is a charming gentleman with the cutest black and white cow spots. Black dogs often have a tough time leaving the shelter, but he's not just a dog… he could even be mistaken for a cow!! 🐄🤣😏

He was left behind when his guardian was picked up by ICE 😫, and we have already saved his two brothers, who are both adopted! We want to save Stitch and their lovely momma!

Please consider opening your home to a deserving dog like Stitch. We can help find the perfect match for your family and lifestyle.

It’s Dog Bite Prevention Week.

Dog bite prevention isn’t about fear, blame, or breed stereotypes. It’s about understanding canine behavior, recognizing signs of stress and discomfort early, supervising children properly, respecting dogs’ communication, and preventing situations from escalating.

Any dog can bite under the right circumstances. Many bites happen during everyday moments with familiar dogs, not just in dramatic situations with unfamiliar ones. Dogs often communicate long before they bite, but people sometimes miss or misunderstand these signals.

This is also a welfare issue. Pain, fear, chronic stress, over-arousal, conflict, and unmet needs can all influence behavior.
