A foster dog digging up your yard is not always plotting an escape.

Boredom and anxiety show up as digging just as often as an actual bid for freedom, and it usually happens right along the fence line where it looks the most alarming. Punishing the dig without addressing why he is doing it just adds stress on top of stress.

Give him a legitimate outlet, a sandbox or a permitted dig spot, and separately check that fence base is solid so you are covering both the behavior and the real escape risk instead of treating one as the other.
