Here's a scene from our puppy walk training.
While these puppies are somewhat accustomed to the outdoor environment, we make a point of avoiding scolding them during the initial stages of walk training.

Scolding puppies who aren't yet fully comfortable with the outdoors can cause them to learn that “outside = a place where unpleasant things happen.” This can lead to anxiety or a fear of the outdoors.
