The 3-second rule. 

Where possible, it is safer to avoid on-lead greeting between dogs. 

Sometimes they are unavoidable. When that happens, allow the dogs to greet for 3 seconds, then calmly invite your dogs to move on. 

Keep it brief, and keep moving.
