Kind attention: - Mr. Oskar Farnandez Taranco, Assistant General Secretary of U.N.O for assistance towards giving protection of Minorities in Bangladesh.
We are also drawing attention of the International Human Rights Organizations to come forward to protect the rights of Minority community in Bangladesh.
Anti-minority violence in Bangladesh:
We are concerned regarding religious Freedom. We are deeply concerned about attacks on innocent minorities. The International Crime Tribunals are quite popular in Bangladesh. They have issued verdicts and sentenced majority of the top war criminals. Following the verdicts, activists of Jamaat –e- Islami and Chhatra Shibir attacked the Hindus in different districts of the country. Hindu properties were looted, Hindu Houses were burnt, and temples were desecrated and set on fire.
So that the perpetrators of crimes against the community cannot go unpunished, the Supreme Court of Bangladesh has directed the law enforcing agency to start suo motu investigation into the attacks. Now it is up to the Government of Bangladesh to act authoritatively against those who committed violence against the rights of the minorities.
Chronological Events of violence in Bangladesh after issuing verdicts against Delwar Hossain Sayeedi, Kader Mollah, Maulana Abul Kalam Azad by ICT (International Crime Tribunals) are indicated below:-

Date: 28/02/2013, 01/03/2013, 02/03/2013, 03/03/2013, 04/03/2013. 05/03/2013, 06/03/2013, 07/03/2013, 08/03/2013, 10/03/2013,11/03/2013,12/03/2013, 15/03/2013, 18/03/2013, 19/03/2013, 22/03/2013

There is a “Ripe Mango” whose owner is a very weak member of the village society . Who will take the chance to enjoy the Mango at the weak moment of the owner?

Village Society members believe that the owner is always shaky and might leave the Area at any weak moment while occasional circumstances occur. The owner has a lot of friends in Political Party like AL, BNP ,he has other neighboring fellows whom he thinks as his well wishers. He has also some close party friends of AL. At the weak moment who will take the chance to grasp the Mango?
Let us wait to see what is going to happen!
Because of owner’s shakiness in mental courage as well as weak social position, his close associates will have inspirations to capture their friend’s Mango. Will other neighboring fellow friends lose their chance of sharing? The answer is simply “NO”.
So, remaining mentally weak inspires Greedy people of the society to grasp the Mango. Thus, it is we who have created the incidental consequence out of the occasional circumstances.
Do we have any other explanation to this type of incident?
If the answer is again ‘NO’,
let us stand at our own foot with courage and learn to protect ourselves.
“JUST STAND WITH FULL COURAGE. WE CAN GIVE YOU GAUNANTEE THAT THERE IS NO FATHER WHO WILL DARE TO TAKE THE RISK OF MASS KILLING. JUST FORGET WE HAVE LOST SECULARISM FROM THE CONSTITUTION”.

4.0:-If we love our mother land as like as mother, why shall we leave our Mother Land?
Political Party AL & BNP are fighting with each other for occupying power of the State. Other Minorities including AL follower Hindus, BNP follower Hindus and Neutral Hindus (Non-party followers) are not fighting for any power but they are being made scapegoat for any occasional circumstances out of any clues. This is a technique how to force the minorities to leave the Mother Land. Minorities could not raise any serious protest against such injustice because of disunity among themselves. At the same time they also don’t have any trustful and reliable platform to raise the issue and fall in helpless situation to believe “Leave the Mother Land” as justified solution of life.
Foreign Land is a good place for Tour and not a good place for migrating there permanently.
Then why should we run after a Golden Deer to catch it? Let us see what we lose and what we gain:

4.1:-list of items lost on silent Migration:
4.1.1:-We lose our Mother (Mother Land equivalent to mother).
4.1.2:-We lose home environment where we played games & sports; where we danced; where we got education in Schools, colleges, Universities etc.
4.1.3:-We lose friends of our motherland including friends of Schools, Colleges & Universities.
4.1.4:-We lose sources of earning and the land of cultivation, gardening etc.
4.1.5:-Many of us lose the Business.
4.1.6:-We lose our favorable weather suited to body from the moment of Birth.
4.1.7:-We lose the status of Citizenship (whether 2nd class or 3rd class but not zero class).

4.2;_List of items gained on silent Migration:
4.2.1:-We escape the threat to Life although this is not true.
4.2.2:-We think that we have saved our honor.
4.2.3:-We earn the status of Refugees (zero class human) but nobody honors Refugees.
4.2.4:-We lose all of our aspirations to enjoy Life.
4.2.5:-We begin to accept all sorts of pains & sufferings of life,
4.2.6:-We restart our struggle for survival only for saving the soul.
4.2.7:-We get new friends but not well wishers.
Conclusion
If Govt. is fair enough to give political right along with the right to live with honor, minority people will never leave their motherland.
If one parliamentary representation is allowed from each district to look after Minority’s interest including protection of VESTED PROPERTIES & DEMI-GOD PROPERTIES, we simply stand guarantee, nobody will go for migration except special reason.
Let people lead religious Life. Please recover the demi-god properties occupied by the Miscreants. Please form Property Supervising Board only with members of Minority Community with complete restriction of any member from other community.

3.0: Why are the Minorities afraid of ‘Unity’ among themselves?

3.1;- Following are the reasons for disunity.
3.1.1:- Lack of confidence from disappointment about surrounding environment.
3.1.2:- Lack of mutual trust among neighboring family members.
3.1.3:- Some children of the neighbor are already abroad to fulfill dream of shifting from homeland.
3.1.4:- Ahead arrangement of Alternative shelter to discontinue to live in Homeland.
3.1.5:- Automatic Classification in mentality out of asset deposition in terms of liquid or fixed form.
3.1.6:- Poor class has no ability to think for Alternative arrangement.
3.1.7:- Rich people have already completed Alternative arrangement.
3.1.8:- Lack of Trust on Islamic biased Administration which is basically for nursing Islamic followers.
3.1.9:- Everybody is shaky out of Threat from Political instability for being victimized without reason.
3.1.10:- Giving preference to involve powerful Muslim Member of the society for settlement of disputes with neighbors. Sometimes competition takes place for mutual harassment.
3.1.11:- Apprehension of Political harassment out of jealousy for affecting Vote Bank.
3.2:- Under the back ground of so many disparities, it is still possible to come to Unity under the same umbrella.
How?
3.2.1:-To believe full heartedly in mind that Mother land is superior to Heaven.
3.2.2:-Better to die in Home land than to beg honor in foreign land.
3.2.3:-Reality of Life is that we are not allowed to take any wealth with us at the time of our journey to the world of no-return. Let us do something for our future generation.
3.2.4:-Let us fairly believe ourselves and then start believing other members of the community on the point of survival in the Home Land.

3.3:- What other factors favorable to us:
3.3.1:-This is not the then Pakistan. Threat to kill and attempt to kill is not staging the same drama.
3.3.2:-Let us first recover our courage instead of recovering vested property first.
3.3.3:-Recovering of courage is just possible since pro-liberation force is still in our favor.
3.3.4:-After another ten years, it will turn into impossible Task when supporters of pro-liberation force will go to the world of no-return.
Let us do not waste our time any more to form Committee in every District & every Upazila to come under the banner of MAP (Minority Aikkya Parishad)

2.0:- Why the Minorities become victim of circumstances
2.1:- Followings are the prevailing causes:
2.1.1:- Lack of Unity among the Target neighbors of the Victim.
2.1.2:- No fear of punishment for breaking Laws by the activists.
2.1.3:- Surety of shelter for the activists by the god father.
2.1.4:- Loss of mental courage as mind is remaining afraid of attack.
2.1.5:- Leaving the Mother Land considering as Solution of Life.
Above five encouraging inspirations for the activists are enough to cause serious misdeeds affecting the Victims?
2.2:- Other relevant common nature of people in human society:
2.2.1:-Greed for occupying unauthorized assets of weak member of the society.
2.2.2:-Greed for snatching attractive Female members.
2.2.3:- Attack on Mondirs due to non-tolerance towards other religions.
2.2.4:- Immediate benefit out of occupying Empty Land, Business shop, Residential assets, Gold and other valuables etc.
2.2.5:- Unity among Looters and participants irrespective of agenda by any Political Parties.

Utilizing the opportunity created out of Political turmoil associated with lawlessness, ill motive neighbors just wait for the right moment for staging the occurrence. They implement their action plan prepared by the groups. People who have been irritated while vested land recovery attempt was taken also take chance to harass the victims.
This is all about man created sufferings anticipated putting all Minorities under mental pressure.

Only UNITY & UNITED EFFORTS can rescue the Minorities from such situations under a Common Banner throughout the Country. M A P (Minority Aikkya Parishad) could take the responsibility.

What about VOTE Bank?
Regarding the demand of one Seat from each District as per content of 1.3 of page-1, people might start thinking that it is a conspiracy against some Political Party to intervene into their reserve Vote Banks. But this is not at all true. Because we are asking only one Parliamentary Seat in the whole district for supervising and suggesting protective measure for the Land & properties of the Minority. For this Parliamentary Seat, anybody from any Party [AL, BNP, JP, MAP (Minority Aikkya Parishad)] would be able to compete for the Seat; but the candidate must be a Member from Minority Community.

1.1
It is to be noted by all of us that “United we stand, divided we fall”. Magic of Unity can sustain only if it is based on demands for survival. The way for survival with honor in the country is to establish our right in the National Assembly for state Power participation. Once we, the minority were the owner of 90% land. In course of time lost for our lack of consciousness, we, Land owners have become Landless Tenants. We have to protect ourselves and we have to earn that ability. No 3rd party can give us due protection. Our politics in the country is Politics of Self Protection & not Politics of Development.
Regards. Engr. Chand Mohan Rudra Pal

1.2
Thank you very much for your understanding. How can we expect impartial behavior from the structure of any Govt. who has declared ‘Islam’ as State religion? Duty of state Administration is to protect interest of ‘Islam and the followers’. So expecting neutral attitude is our foolishness. We must get organized for our rights to be established. Protection from Inter-national agency is a temporary measure. We must find our own way of protection.
Regards. Engr. Chand Mohan Rudra Pal
1.3
For careful note by all members of the Hindu community that Mondirs, Residential Homes, Minority women , Business shops and the establishments have been looted in each and every District of the Country immediately after state declaration of religion as “Islam” in the year 1985. And it is repeating in every occasion. Due to lack of fore sight-ness it became our basic mistake for the delay in claiming the Posts of MP from each District (64 Nos. of Districts) in addition to one "Ministry of Minority Affairs" for survival. The only way of survival with honor in the country is by establishing our right in the National Assembly with sharing state power. Once we can establish our right, all will show honor. We lost about 28 years for realizing this. How long we will blame our luck without having consciousness about our right.
Regards. Engr. Chand Mohan Rudra Pal
1.4
For the purpose of well noting by all the members of our community that we fueled a burning issue to make it volatile in the name of recovery of vested property. Could we recover anything? Probably nothing. Then what result did we get? We made anger in the mind of the occupiers who will be waiting for the right time to take revenge for disturbing them. This means without having any power in our hand we are digging our own grave. Occupants will force us to leave the Land. So, the reason of silent migration of Minorities is clear to us. We have to just wait.
Regards. Engr. Chand Mohan Rudra Pal

For Kind attention: THE PRIME MINISTER, PEOPLES REPUBLIC OF BANGLADESH.

Subject: MOST CRITICAL TIME FOR THE MINORITIES.

All people of the minority community remaining in panic are passing time in tension & fear. Minorities of five Districts have been attacked & their houses broken- open, house hold assets looted. The name of the affected Districts including place of occurrence are quoted below:
SL Name of the District Place of Occurrence Nature of Attack
1 Pabna Banagram,Sathia So many houses are ruined
2 Lalmonir Hat Majhirpara Temples broken ,houses set on fire.
3 Noakhali Maizdi One person is killed
4 Sirajgonj Shympur,Shialkot Demi-gods broken
5 Hobigonj Shialgaria Physical attack on man & woman
6 Bhola Lazpata,Daulatkhan R**e incident

Minority people have become extremely scared by the above sudden incidental occurrences. It is very much clear that utilizing the opportunity created out of Political turmoil associated with lawlessness, ill motive people of those area have staged the occurrence of attack on Minority Community, their houses, Temple etc . They implemented their action plan prepared among the ill motivated groups. These are all man created sufferings anticipated putting all Minorities under mental pressure and also jeopardizing position of the Government.
These sorts of unwanted activities create panic among government Administration as well as general public of the society. Government loses image in International level and its credibility among public especially minority of the country. IF THE FAITH IS ESTABLISHED THAT GOVERNMENT IS UNABLE TO PROTECT THE MINORITIES, THEY WOULD NOT DARE TO COME TO THE POLLING CENTRE TO CAST VOTE. INSTEAD OF PARTICIPATION IN THE DEVELOPMENT OF THE COUNTRY, THEIR POLITICS IS TURNED INTO POLITICS OF SELF PROTECTION.
To gain the faith, we have to find the way how to avoid above type of occurrence. No 3rd party can give them due protection. They have to protect themselves and allow earning that ability.
Let the Government allow them the right in the National Assembly for debate about their protection. Time has come to consider the demand of one parliamentary Seat from each District in addition to formation of one Ministry for Minority affairs. Only one Parliamentary Seat in the whole district could solve the problem of that district once for all. Anybody from any Party [AL, BNP, JP, MAP (Minority Aikkya Parishad)] will compete for the Seat but the candidate must be a Member from Minority Community.
Detail proposal is submitted in separate application for kind consideration.
